The level crossing at Argyle Avenue, Chelsea is being removed by lowering the rail line into a trench and building a new road at the current level.
The new road connection between Thames Promenade and the Nepean Highway will create a direct connection to major arterial roads, including the Mornington Peninsula Freeway and future Mordialloc Freeway.
A new Chelsea Station, with improved pedestrian and bus connections, will be built as part of the project.
The boom gates at the three Chelsea level crossings can be down for up to 40 per cent of the morning peak, when up to 30 trains run through the crossings. Current network plans to increase the number of trains running on the Frankston line, means more boom gate downtime.
Construction started this year and all the level crossings from Edithvale to Bonbeach will be gone in 2022.

The Chelsea Station car park will close from Sunday 12 July 2020 to early 2022.

There will be impacts to pedestrian crossings in Edithvale, Chelsea and Bonbeach from August 2020 to late 2021.
Bus routes 706 and 902 – stop closures
Bus Routes 706 (to Mordialloc) and 902 (to Airport West) will not service selected bus stops from Friday 4 September 2020 to early 2022.
Station Street, Edithvale, Chelsea and Bonbeach – changed traffic conditions
There will be changed traffic conditions along Station Street, between Edithvale, Chelsea and Bonbeach from September 2020 through to early 2022. Changes include lane closures, reduced speeds, parking closures, footpath closures and bike lane closures.
Chelsea Station precinct changes
There will be access changes around Chelsea Station from October 2020 to mid 2022 to allow for level crossing removal works. The parkiteer will be closed to early 2022.
Nepean Highway, Aspendale, Edithvale, Chelsea and Bonbeach – lane closures
Nepean Highway will be reduced to two northbound lanes and one southbound lane between Birdwood Street, Aspendale and the Patterson River bridge, Bonbeach from Monday 5 October 2020 to late 2021.
Bonbeach – various lane closures, car parking and access changes
There will be various lane closures, car parking and access changes on Nepean Highway, Station Street, Breeze Street, Monica Avenue and York Street, Bonbeach from Monday 5 October 2020 to late 2021.
Edithvale Road, Edithvale – level crossing closure
The Edithvale Road level crossing will be closed to vehicles from 6am Thursday 21 January to 6pm Friday 22 January.
Mordialloc Station – car park closures
To allow for train replacement bus operations, various car spaces will be closed at Mordialloc Station from 10pm Friday 29 January to 4am Monday 8 February.
Frankston Station – car park closures
To allow for train replacement bus operations, there will be various car space closures at Frankston Station from 10pm Friday 29 January to 4am Monday 8 February.
Frankston and Stony Point lines – buses replace trains
Buses replace trains between Mordialloc, Frankston and Stony Point from 9pm Sunday 31 January to last service Sunday 7 February.
