Works to remove the Argyle Avenue level crossing will start in 2020.
The level crossing will be removed by lowering the rail line into a trench and building a new road at the current level.
The new road connection between Thames Promenade and the Nepean Highway will create a direct connection to major arterial roads, including the Mornington Peninsula Freeway and future Mordialloc Freeway.
A new Chelsea Station, with improved pedestrian and bus connections, will be built as part of the project.
The boom gates at the three Chelsea level crossings can be down for up to 40 per cent of the morning peak, when up to 30 trains run through the crossings. Current network plans to increase the number of trains running on the Frankston line, means more boom gate downtime.
Construction starts this year and all the level crossings from Edithvale to Bonbeach will be gone in 2022.

Station Street, Edithvale, Chelsea and Bonbeach – lane, car park and footpath closures
From Wednesday 16 April to October 2020, there may be short periods of lane, carpark or footpath closures at some locations along Station Street through Aspendale, Edithvale, Chelsea and Bonbeach.
Chelsea Station – car park closure
The Chelsea Station car park will close from Sunday 12 July 2020 to early 2022.
Chelsea Station – Parkiteer closure
The Parkiteer bicycle cage at Chelsea Station will temporarily close from Friday 24 July to mid August, as part of level crossing removal works at Chelsea.
Nepean Highway, Chelsea – lane closure
The southbound slow lane on Nepean Highway, Chelsea will be closed between Foy Avenue and Barnes Grove from 7am Friday 24 July to 7am Saturday 26 September.
Swanpool Avenue, Chelsea – level crossing closure
The Swanpool Avenue level crossing in Chelsea will be closed to pedestrians on Friday 31 July, and closed to both pedestrians and vehicles from 7am Saturday 1 August to 3pm Saturday 15 August.
Barnes Grove, Swansea Road, Shenfield Avenue and Golden Avenue, Chelsea – vehicle access restrictions
Vehicle movements will be restricted on Barnes Grove, Swansea Road, Shenfield Avenue and Golden Avenue in Chelsea at times from 7am Tuesday 11 August to 6pm Tuesday 18 August.
Frankston Station - temporary car park closures
There will be some car space closures at Frankston Station due to replacement bus operations for commuters from Friday 13 August to Monday 17 August.
Mordialloc Station - temporary car park closures
There will be temporary car space closures at Mordialloc Station from Thursday 13 August to Monday 31 August.
Frankston line – buses replace trains
Buses will replace trains on the Frankston line between Mordialloc and Frankston stations from 9.20pm Friday 14 August to last service Sunday 16 August.
Frankston and Stony Point lines – buses replace trains
Buses replace trains between Mordialloc and Frankston from 9pm Tuesday 1 September to the last service Sunday 6 September.
