Works notice – Preston site establishment, Bell Station and Railway Place East

The Victorian Government is removing four dangerous and congested level crossings at Oakover Road, Bell Street, Cramer Street and Murray Road, and building new Bell and Preston stations. The level crossings will be removed by raising the rail line over the roads, improving safety and accessibility and delivering new community open spaces.

Site establishment works – Bell Station and Railway Place East

Works will begin on Monday 19 October 2020 and continue until late-December 2020. The Project’s regular working hours will be between 7am and 6pm weekdays, and 7am and 3pm Saturdays.

These works will involve utility service relocations and site investigations throughout the rail corridor between Bell Street, Preston and Hutton Street, Thornbury. The project will also be establishing long-term construction sites at Bell Station and Railway Place East.

What to expect

Railway Place East

From Monday 26 October 2020 until early November, site establishment works will occur on the western side of Railway Place East between Miller Street and Esther Street. Once established the

Railway Place East construction site will become a key construction area until late 2022 and will require:

  • Long term closure of all car parks on the western side of Railway Place East between Miller Street and Esther Street
  • Installation of construction barriers in the northbound lane of Railway Place East
  • One-way vehicle access into Railway Place East southbound from Esther Street and Oakover Road
  • Closure of Showers Street pedestrian rail crossing
  • Pedestrian rail crossing to remain open at Oakover Road
  • Operation of construction vehicles and equipment
  • Increased vehicle movements, reduced speed limits, traffic management.

Bell Station

From Monday 9 November 2020 until late December 2020, site establishment works will occur in the Bell Station rail passenger carpark between Bell Street and Gertrude Street. Once established this site will become a key construction area until late 2022 and will require:

  • Closure of all car parking in the Bell Station car park
  • Installation of construction barriers, temporary fencing and site sheds
  • Operation of construction vehicles and equipment
  • Increased vehicle movements, reduced speed limits, traffic management
  • Please observe the pedestrian detours in place to access Bell Station via the Bell Street access path.
  • Commuters arriving by car are encouraged to travel to Reservoir Station or Thornbury Station where passenger car parking is available.

Vehicle and pedestrian detour routes and traffic management will be in place during this time to help you move safely around the area – see map below.

Access to private properties and businesses will be maintained at all times.

Health and safety

The health and safety of our workers and the community is our key priority as we continue works on the Preston Level Crossing Removal Project, as is supporting physical distancing measures in line with current health advice.

We have strict protocols in place to protect the safety of our construction workforce, including enhanced industrial cleaning arrangements, provision of personal protective equipment and measures to reduce staff contact, including staggered shifts.
