Works notice – Preston Level Crossing Removal Project, January works

The Victorian Government is removing four dangerous and congested level crossings at Oakover Road, Bell Street, Cramer Street and Murray Road, and building new Bell and Preston stations. The level crossings will be removed by raising the rail line over the roads, improving safety and accessibility and delivering new community open spaces.

We’re taking a break over the holidays. From Tuesday 12 January 2021 construction on the project will start again. The Project’s regular working hours will be between 7am and 6pm weekdays, and 7am and 3pm Saturdays.

Site establishment – Bell Station

From Tuesday 12 January to late January 2021 we’ll be setting up site at Bell Station, which will include the installation of construction barriers, temporary fencing and site sheds. This area will become a key construction area until late 2022 and will require us to make changes to how you access the station.

Bell Station access changes:

  • In January pedestrians will access platform two, to Mernda, via Bell Street.
  • Isaac Street will be closed east of Bruce Street.

Bell Station car park closures

  • from 12 January 2021 southern half of Bell Station car park will be closed
  • from 28 January until late 2022 Bell Station full car park closure

Passengers arriving by car are encouraged to drive and park at Regent and Reservoir stations.

Site establishment – 2 Blanch Street, Preston

From 12 January 2021 to 28 February 2021 site establishment will extend to 2 Blanch Street, Preston.

This will require us to:

  • Install fencing around the works area (see map 1 overleaf)
  • Demolish the old timber yard buildings
  • Level the ground for installation of site sheds
  • Remove some trees and vegetation

During site establishment works you can expect:

  • Increased truck and vehicle movements in and out of the work site
  • Some noise from work crews and increased activity in the area
  • Operation of construction vehicles and equipment

For your safety, follow the signage and instructions from traffic management.

Jemena night works – Preston Market overnight car park closure

To minimise disruption Jemena will be g working overnight to complete important electrical work needed for the new Preston Station.

  • From 6pm, Thursday 21 January to 7am, Friday 22 January 2021 – excavation works will occur at two locations (see map 2 overleaf for details) in preparation for cabling works
  • From 6pm, Wednesday 27 January to 7am, Friday 29 January 2021 – underground cabling installation

Some car parks will be closed for the overnight works and reopen for use during the day.

What to expect:

  • Some noise from work crews and increased activity in the area
  • Operation of construction vehicles and equipment

Murray Road

In late January, there will be utilities work on Murray Road, this will require lane closures. More detail will follow closer to the time.

Combined Service Route (CSR) installation

CSR works will occur along rail corridor in the project zone. With most of the work concentrated in the Bell Station car park and some work occurring north of Murray Road.

Works north of Murray Road will impact pedestrians and cyclist using the Railway Reserve Bike Path.

There will be changes to access with traffic management in place to allow vehicles to safely enter the rail corridor. Some closures to the path maybe necessary at times to ensure your safety. Please observe all signs and traffic management staff.

Health and safety

The health and safety of our workers and the community is our key priority as we continue works on the Preston Level Crossing Removal Project, as is supporting physical distancing measures in line with current health advice.

We have strict protocols in place to protect the safety of our construction workforce, including enhanced industrial cleaning arrangements, provision of personal protective equipment and measures to reduce staff contact, including staggered shifts.
