Works notice – Maroondah Highway site establishment and utility relocations, week commencing Monday 21 September

Construction on the Maroondah Highway level crossing removal project has been deemed critical under Stage 4 restrictions and works will continue with strict health and safety protocols in place. Workforce numbers have already been significantly reduced to support directions from the Chief Health Officer.

The health and safety of our workforce and community remains our top priority.

Under new restrictions workers on these sites are required to wear face coverings unless they meet any of the criteria for an exception such as a medical condition or for OH&S guidelines.

Physical distancing measures are in place as well as increased hygiene practices.

This works alert provides an overview of the construction activities for the Maroondah Highway level crossing removal project that you may notice from the week commencing Monday 21 September 2020.

Night works, buses replacing trains, traffic impacts

Between 7pm on Friday 25 September and 5am on Monday 28 September, there will be lane narrowing near the level crossing on Maroondah Highway to facilitate construction access onto the rail corridor. Traffic management will be in place to assist vehicles and pedestrians.

The taxi rank and some buses will be relocated close to the station, please check the PTV website for changes and signage at the bus bays. Information will also be available on our website.

Buses will replace trains on the Lilydale line from:

  • 9pm Friday 25 September to last service on Sunday 28 September between Lilydale and Ringwood.

During this period, we will work around the clock in William Street East, William Street West, John Street, Maroondah Highway and Melba Avenue to:

  • relocate existing train signalling cables and overhead structures in the rail corridor.
  • install rail safety fencing.
  • utility service investigations and relocations.
  • construct overhead foundations.

Residents and businesses will retain access to properties during these works, and traffic controllers and signage will be in place to advise road users of traffic changes.

William Street East and William Street West

  • Ongoing site setup and installation of site fencing within Lilydale High School grounds.
  • Intermittent road and lane closures, with traffic management in place to assist businesses and customers with access as required.
  • Intermittent temporary parking restrictions.
  • Access to all businesses will be maintained.

John Street

  • Construction of a temporary construction worker car park and rail access road at 12 John Street will continue.
  • Construction of an alternative rail access road alongside the rail corridor between John Street and Melba Avenue will continue.
  • Construction of a pedestrian zebra crossing on John Street close to William Street West, which includes the temporary removal of five timed car parking spaces.
  • Traffic management will be in place to facilitate the safe delivery of construction material using large trucks.

Lilydale Station

  • Utility service investigations and relocations within the Lilydale Station western commuter car park.
  • Some areas will have a reduction in car parking spaces whilst works are underway, with signage and site fencing in place to advise commuters.
  • Access to the car park from Maroondah Highway will be maintained.
  • The eastern commuter car park will be fully operational during this time.

Market Street and Chapel Street – Melba Park area

  • Construction of the temporary commuter car park in the Showgrounds area, accessed from Market Street, is now complete and will be open to the public from 28 September 2020.
  • Construction of an additional temporary commuter car park at the end of Chapel Street will continue.
  • The western and eastern Lilydale Station commuter car parks remain operational at this time.

Various locations

  • Utility service investigations and relocations will continue from 21 September for a number of weeks within and adjacent to the rail corridor and in multiple locations throughout Lilydale.

What to expect

  • Works will be carried out from 7am – 6pm Monday to Friday and 8am – 1pm Saturday.
  • Some construction noise and activity, with vehicles and workers on site.
  • Slight changes to pedestrian paths on William Street East, Melba Park and John Street.
  • Construction equipment and vacuum trucks operating in the area.
  • Traffic management will be in place to facilitate the safe delivery of construction material using large trucks.
