The Victorian Government is removing 17 dangerous and congested level crossings, as part of a $15 billion investment to upgrade the Pakenham Line. This includes McGregor Road, Main Street and Racecourse Road as part of the Pakenham Level Crossing Removal Project.

In addition, the project will deliver new stations at Pakenham and Pakenham East. By raising the rail line over the roads, Pakenham will be level crossing free with all boom gates gone for good in 2023/2024.

Based on the technical, engineering and safety assessments an elevated rail bridge was determined the best solution for the Pakenham project because:

  • the elevated rail can be constructed while the Pakenham and Gippsland lines continue to operate, minimising disruptions
  • maintains access to the Pakenham East stabling and maintenance facility, which services all the high capacity metro trains.

Other options were assessed however they were ruled out as they presented major technical challenges, physical constraints, or would result in adverse impacts to the transport network or safety.

The elevated rail is 2km long and will start to rise west of Stockmans Circuit before McGregor Road, and lower to the east of Racecourse Road before Deep Creek.

There’ll be a clearance of over 5m between the road and the bottom of the rail bridge.

New Pakenham Station

The new premium Pakenham Station is being built next to the existing station, and will be safer and more accessible, with features including:

  • upgraded modern facilities and waiting rooms
  • elevated platforms with seating protected from weather
  • lifts and stairs making it easier for everyone to catch the train
  • additional car parking
  • better connections between bus and train travel
  • dedicated kiss-and-ride zone, allowing taxis and drivers to safely pick-up and drop-off passengers
  • secure bike storage for cyclists.

New Pakenham East Station

The new Pakenham East Station will be located between Deep Creek and the Princes Freeway, removing the bottleneck for the 170 Metro and V/Line trains that pass through Pakenham each day.

This will be achieved by:

  • 2 new dedicated tracks that will allow the Gippsland Line and freight trains to bypass Metro trains, reducing congestion and delays
  • crossover tracks for Metro trains to service passengers at Pakenham East and turnback off the main line.

Station access will be via:

  • Ryan Road in the north, which will be the main access point by road
  • Sharnet Circuit in the south, which will have a pedestrian underpass.

The new station will:

  • have an underpass to access the platforms
  • be within 3km of the Pakenham East Precinct Structure Plan area, strengthening connections for this new community
  • car parking, bus bays and landscaping.
