Frankston line community update – June 2018

As Melbourne continues to grow, we need to ensure that our road and rail infrastructure can meet the extra demand.
This will improve the existing safety and congestion issues for the 40,000 commuters who use the Frankston line daily, and thousands of drivers and local community members.
More level crossings are set to be removed on the Frankston line than any other train line in Melbourne. Three dangerous level crossings have already been removed at Ormond, McKinnon and Bentleigh.
Over the course of May and June a construction blitz is underway to rebuild the new Frankston Station and remove the level crossing at Skye/Overton Road in Frankston. Further up the line at the Seaford Road level crossing, we’re building more than a kilometre of temporary rail track. This will allow trains to continue running through Seaford while the majority of future works to remove that level crossing take place.
Removing these level crossings will improve safety and connectivity by reducing congestion, improving traffic flow and allowing trains to run more frequently. Removing the level crossings means the community will have improved connections to local amenities, shops and public transport.

The new Frankston Station
Work on the new Frankston station has begun. The old Frankston Station has been demolished and new structures are being built, heading to its full completion later this year.
We are building this new station at the same time as removing the dangerous Skye/Overton Road level crossing just down the road. Running these two projects at the same time will minimise disruptions and get the job done sooner.
The Frankston Station Precinct Redevelopment will deliver a safer, more modern station and encourage more investment in Frankston.

- New station buildings
- Comfortable waiting rooms
- Improved disability access
- Myki gates and customer service
- Improved lighting and hearing loops
- Security cameras
- Improved landscaping
Temporary closure of Frankston Station
Frankston Station will remain closed to passengers until Monday 18 June when train services resume running. A temporary station will be in the Fletcher Road carpark to service replacement buses before, during and after this period.

The design of the new Frankston Station was chosen through an architecture competition run by The Office of the Victorian Government Architect (OVGA) and the Department of Economic Development, Jobs, Transport and Resources (DEDJTR). There were 39 renown Australian and international architect applications. Genton Architecture – a Melbourne based architecture practice, was selected as the winner with a design aimed at providing the City of Frankston an “iconic and connected heart“.
Frankston line projects
1. Frankston Station
The new station is part of the government’s $63M Frankston Station Precinct Redevelopment. The new station will have better access, raised platforms, new station buildings and improved passenger facilities including myki gates, lighting and seating.
2. Skye/Overton Road
Nearly 10,000 vehicles pass through the Skye/Overton level crossing daily. Boom gates are down for up to 34 minutes during the morning peak. Construction is underway and will be complete in mid-2018. Removal of this level crossing will improve the safety for those accessing nearby primary schools and provide an improved link to the Frankston freeway.
3. Seaford Road
The Seaford Road level crossing is one of the busiest along the Frankston line. A total of 17,000 vehicles pass the level crossing each day with boom gates down for an average of 32 minutes during the morning peak.
Construction has commenced with the level crossing set to be removed by the end of the year. The area will also benefit from a $10 million package of revitalisation works. These works will include the revitalisation of RF Miles Reserve in Seaford, and the creation of new walking and cycling paths.
4. Eel Race Road
The Eel Race Road level crossing is Carrum’s most dangerous crossing with 15 recorded near-miss incidents between 2004–2014. Early works to remove this level crossing will commence in late 2018 and once complete, will provide safer access for pedestrians between recreational areas.
5. Station Street, Carrum
The extension of Station Street across the Patterson River will remove a significant amount of congestion in Carrum. The new road bridge will provide a safer and more direct connection between Carrum and Bonbeach for local residents.
Removing the level crossing at Station Street will provide safer and more convenient access to Carrum Station, local beaches, shops, nearby schools and childcare centres.
6. Mascot Avenue, Bonbeach
There have been 17 incidents recorded at the crossing in a 10-year period. By building the Station Street road bridge, we can remove and close the Mascot Avenue, Bonbeach crossing.
7. Station Street/Bondi Road, Bonbeach
The boom gates at Bondi Street/Station Street are down for an average of 45 minutes during the morning peak. This road is an important link across the Frankston line for local residents, providing access to the station, the beach, local shops and sporting clubs.
8. Edithvale Road
Edithvale Road is a key arterial for Melbourne’s south east. The boom gates are down for an average of 42 minutes during the morning peak. Removing this level crossing will significantly ease congestion for those needing access to Nepean Highway and Station Street.
9. Balcombe Road
More than 16,000 vehicles cross Balcombe Road daily. There are several schools located within close proximity to the level crossing. Removing this level crossing will ease congestion for drivers and improve the safety for the many students and commuters who use Mentone Station daily.
10. Charman Road, Cheltenham
Charman Road is one of the most dangerous level crossings in the area with 29 reported safety incidents between 2004-2014. More than 12,000 vehicles pass the level crossing daily. Removing this level crossing allows drivers, pedestrians and cyclists to move around more safely.
11. Park Road, Cheltenham
After community consultation about the project, it was determined that the Park Road level crossing should be removed in conjunction with Charman Road.
Pardon our progress:
Buses replacing trains
- On the Frankston Line between Carrum and Frankston from now until last service on Sunday 17 June.
- On the Stony Point Line between Carrum and Stony Point from now until last service on Sunday 17 June.
- Normal train services will resume on Monday 18 June.
- To construct Station Street’s road extension to Carrum, the pedestrian bridge over Patterson River has been closed and detours are in place until the new bridge opens in late 2018.
- To allow for works to continue to remove the Skye/Overton level crossing, Skye/Overton Road will be closed at the level crossing until Sunday 17 June.
- To allow for parts of the Frankston Station to be demolished, the southbound lane of Young Street, Frankston will be closed from now until Monday 25 June.
Car park disruptions
- The commuter car park at Carrum will be impacted with 40 car parks closed to manage replacement bus services until Sunday 17 June.
- A section of the commuter car park and the car park at 122 Young Street, Frankston will be closed until the end of November 2018.
- A section of the commuter car park at Seaford will be impacted with 70 car parks closed to allow for construction works on the Seaford Road level crossing until June 2018.
- Up to 30 car parks will be closed at Kananook train Station until September 2018 for project works in relation to the Seaford Road level crossing removal.
Where you can find parking during the May–June disruptions
- Carrum: Forty additional car parks (free all day) are available on the Carrum foreshore, opposite the Carrum Life Saving Club until 17 June 2018.
- Frankston: Alternative parking (free all day) is available at the Mechanic’s Institute and the Old Law Courts car park until 17 June 2018.
- Seaford: Alternative parking (free all day) is available at Seaford North Reserve until 17 June 2018.
New Kananook train stabling facility
The existing train storage at Carrum is being relocated to a new purpose-built facility near Kananook Station. This new facility gives us the capacity to store up to 24 trains, compared to the six at Carrum. Train storage facilities help make sure train services are running as efficiently and reliably as possible. Without them, trains would need to travel long distances without passengers before starting services, reducing the number of services that can run on the line.
The Victorian Government has recently announced the commencement of works on a business case to extend the Frankston line to Baxter. The construction of the new facility at Kananook enables future opportunities to extend the electrified train network to Baxter. Both projects are required to meet the long-term growth of the line.
Removing the level crossings in Carrum provides a once in a lifetime opportunity for locals to reimagine the way they live, work and travel in their area.
The start of construction on the Station Street road bridge over Patterson River is the first stage of works to remove three dangerous level crossings and revitalise the local area. With $50 million committed to transforming Carrum, this will create a more modern, connected and vibrant bayside suburb.
Open spaces including a new beach promenade and village square will provide safer connections between the beach, local shops, access to parking and the new Carrum Station.
The new Station Street road bridge will provide a safer and more direct connection between Carrum and Bonbeach. In addition, we will be creating new walking and cycling paths for safer access to Carrum Station, the beach, Patterson River and surrounding suburbs. The new road bridge will be open to traffic by the end of the year.
The Carrum Revitalisation Reference Group (CRRG) is meeting regularly to workshop ideas for how these new open spaces could be used throughout the year. This also includes landscaping, streetscapes and influence over the overall look and feel of the area.
We’ll be back out in Carrum later this year to present some concepts for the promenade and village square, and provide locals more opportunities to get involved in shaping their local area.
In late 2018 early works will start on the level crossing removals in Carrum. This will include connecting McLeod Road across the Nepean Highway through to the beach, building a new, modern Carrum station and a new walking and cycling path from the Patterson River through Seaford and on to Frankston.
The works in Carrum will result in a more direct road network that will improve traffic flow and reduce congestion, create better access to the beach, and provide an abundance of new open space for the community to enjoy.
LXRA works with the community to capture feedback and ideas to shape the level crossing removal projects.
We work with the community using a range of consultation methods, so that together, we can design a transport solution that ties to the aspirations and views of the local community. At present, we regularly meet with local community reference groups, run workshops, consult with local traders, residents, community and environmental groups.

Progress on the Seaford Road level crossing removal
We are using the Frankston rail line closure occurring throughout May and part of June as an opportunity to get things done.
We will be building a 1km temporary rail line at Seaford that will allow Frankston line trains to keep running next to our construction site – whilst we continue works to remove the Seaford Road level crossing.
It’s estimated the temporary rail line will take 65,000 work hours to build, and is expected to be ready for passengers by mid-June 2018.
As part of the project, $10 million is being invested into revitalising Seaford. This will include upgrades to RF Miles Reserve and surrounds, and a new cycling and walking path stretching from Carrum right through to Frankston.
Locals helping to shape local projects
Lloyd has been a local resident of Bonbeach for 20 years and is president of the Bonbeach Life Saving Club. He’s joined the Edithvale and Bonbeach Community Reference Group to provide valuable local knowledge to our project team.
In March, the Victorian Government released the Environment Effects Statement (EES) stating that trenches at Edithvale and Bonbeach were feasible and would not impact the Edithvale-Seaford Wetlands.
Lloyd says, the trench design will help manage beach access in the area. “It helps to corral people together on the beach, which is easier to patrol and keep people safe”.
Passionate about protecting his local community, Lloyd is pleased to know the wetlands are protected and will still be around for his kids.
Upskilling today’s youth for Victoria’s infrastructure boom
We are working to ensure the Frankston line project contributes to the Victorian economy.
This means providing jobs and assisting Victorians in attaining the skills necessary for the upcoming infrastructure boom in Melbourne. Fiona is a recent Mechanical Engineer graduate from Swinburne, who has just started a three-year rail signalling cadetship at LXRA.
The paid, three-year cadetship program includes training, job placements, and professional development opportunities. This cadetship has come about as a result of the unprecedented amount of work on the Melbourne rail network.
Projects on the Frankston line are creating over 2000 jobs.
