How do we assess level crossing removal options?

The Level Crossing Removal Authority (LXRA) is removing 11 level crossings on the Frankston line, three crossings are well underway and will be complete by the end of 2016. At the same time we are planning for the removal of a further eight level crossings at various locations between Cheltenham and Frankston.

Removing level crossings are complex projects, with many environmental, community and technical considerations to be understood and balanced as potential designs are considered.

LXRA is committed to a comprehensive design assessment process for each potential design option to ensure we find the best solution for each site. Before the assessment process begins, all possible options to remove the crossing are identified.

Design assessment process

Benefits assessment: Each potential option is evaluated against the Victorian Government's Level Crossing Removal Project benefits. Will it improve safety, reduce congestion and improve connectivity for local communities? If an option doesn't deliver these benefits it will be set aside from further investigation.

Initial assessment: Community input is very important during this stage to help us understand what's important to the local community and what they want from the project for their local area. Each option is evaluated against key criteria, such as does it require purchasing a large amount of businesses or homes? Does it have significant negative impacts on key community areas and shops? Again, if the impact is considered too great, an option will be set aside from further investigation.

Preliminary assessment: Preliminary technical investigations will be undertaken during this stage. These investigations help us gain an intimate understanding of the area, its features and determine if further detailed investigations are needed. A wide range of criteria are considered at this point and we will seek the community's help in assessing the remaining shortlisted options for each site, including their benefits and challenges.

Detailed assessment: Detailed technical investigations will be undertaken during this stage and community input from the initial and preliminary assessment stages will be used to assist in the evaluation of options to determine the recommended option for each site.

The recommended option will be provided to the government for their consideration and approval to seek tenders to construct the project for each area. We will provide information to the community explaining why this option was chosen and others were not, and again seek the community's help to understand if there is anything we need to include before we seek tenders to construct the project.

Preparation for construction

Expressions of interest (EOI): We will ask the construction industry to express their interest in considering the recommended option and tendering to construct the project. LXRA will shortlist companies and ask them to submit a tender.

Request for tender: Shortlisted companies will be asked to participate in an intensive review of the recommended option to see if they can offer any improvements. Each company will then submit a tender and LXRA will evaluate their capabilities, suggested improvements and price and provide the evaluation to the government for consideration and approval of a preferred company to construct the project. Suggested improvements will again be evaluated against the assessment criteria and the community input provided during the assessment process.

Contract award: After reviewing LXRAs evaluation report, the government will announce which company has won the contract to construct the project across all eight sites.


As the construction team works to remove the level crossings, we will continue to engage with the local community to keep you up to date with progress, any upcoming disruptions to train or road networks, and manage any impacts which might come about from construction. We'll also seek your feedback about how things are working and if there is anything we can do to make construction easier.

After construction

Once construction is finished, we'll do one more round of assessment, to see if the benefits identified in the benefits assessment stage and as part of the recommended option have been achieved.
